There have been a number of changes to the way Android handles Location data in 4.4 (KatKit). This article aims to explain how you should configure the Location Settings so that your device is geo-located correctly.
Enabling Location Settings
Turn Location On
There will now be two prompts, select 'Agree' for both of them
Now select 'Mode' and make sure High Accuracy is enabled. The other options (Battery Saving and Device Only) will permit geolocation, however because they limit the number of data sources available the chance of false negatives is greater when either is used.
